1. Pick a software (Xenforo is REALLY good). Mybb is probably the best free software.
2. Upload the web files to a public folder
3. Set up/Config the databases needed
4. Specify the db details in the config files for the software

First 2 to start with if you do not know how to host your own.

I agree with frenzy, use free forum-makers if you're still a starter

Don't compete against Rile5.com and don't advertise your forums on here.

IP.Board is really nice, but it costs money. I recommend starting with a forum host if you're a beginner/novice, like....

http://freeforums.org/
http://forumotion.com/
http://proboards.com/

Then I recommend installing your own with an open source forum software. phpBB and MyBB are excellent open source forum softwares. For your FTP manager, I recommend FileZilla. Then just view a tutorial on YouTube or something. I mean, basically, you just transfer the files required to be uploaded then install it through their online wizard. Then, bam, you're done.

Competition sounds like he has chances, say more like dont try to challenge Rile5!

Download a simple forum software, then configure it. If you need additional help, don't hesitate to PM me, I'll set it up for you.
I'm very busy, however I'll be glad to help you at any time.
